Why Does Legal Weed Cost More in Ontario?

This is the part every other Ottawa price guide skips, and it is the actual answer to "what drives the price."

When you buy from a licensed Ontario retailer, three separate layers sit on top of the flower itself:

1. Federal excise duty. Dried cannabis flower carries an excise duty of $1.00 per gram, or 10% of the producer's selling price, whichever is greater. On a 28-gram ounce, that is a minimum of $28 in duty before anything else happens.

2. The OCS wholesale markup. The Ontario Cannabis Store is the sole legal wholesaler to every private retail store in the province. Ontario consumers pay $1 per gram in excise tax plus an OCS wholesale markup, plus 13% HST. In September 2023 the OCS moved to a fixed wholesale markup across its products, lowering the markup on dried flower by 8%, and imposed a wholesale cost floor of roughly $2.28 per gram for dried flower and pre-rolls.

3. Ontario HST at 13%, applied on top of everything above.

Taken together, government taxes and provincial markups have been estimated to account for roughly 47% of the shelf price of legal cannabis when buying in single-gram quantities. That is the structural reason a legal gram and a delivered ounce are not comparable on price — you are not paying for better flower, you are paying for a tax and wholesale stack that gets applied per gram.

For context on where legal pricing has landed: the average price per gram of cannabis in Ontario fell from $11.78 in 2019 to $7.50 in 2021.

At $5.36 per gram for a AAAA ounce, or $1.61 per gram for a value ounce, the gap is not subtle.

Ottawa Weed Grades Explained: AA to AAAAA+

Grade is the second biggest price driver after weight. Here is what each tier actually means, and we grade honestly — no AAA flower wearing a AAAA label.

AA — Value. Everyday flower. Decent potency, standard bag appeal, consistent effects. Often popcorn buds, which are the same plant and the same potency in a smaller nug. Best for daily consumers and for making edibles. This is where $45–$95 ounces live.

AAA — The sweet spot. Good potency, noticeable terpenes, properly trimmed and cured. This is where most regular Ottawa consumers land for everyday smoke, and where the quality-to-price ratio peaks.
